Xavier Mauri Coll

Strategic consultant on impact in social housing

Xavier has made his career in the field of housing in the public, private and non-profit third sectors. The focus of his interest and passion is making the right to housing a reality.

He headed the Catalan government secretary for housing’s office from 2007 to 2013. From its creation in late 2014 to mid-2024 he led the Hàbitat3 foundation, one of the most important social and inclusive housing managers in Spain. He is currently head of the GHS association of social housing managers in Catalonia, and advises the authorities and social bodies on boosting the supply of affordable social housing.

He has interest and experience in mobilising private capital with a view to social impact in the field of housing, both through Hàbitat3 and by organising and taking part in conferences and events, and has published a report in partnership with the Barcelona chair in housing studies.

He is a co-founder of Change4Legacy, an agency that works for change and transformation in systemic challenges such as access to housing.
