Javier Burón Cuadrado

Managing Director of NASUVINSA, a public company belonging to the Government of Navarre

Managing Director of NASUVINSA, a public land, housing, and territorial cohesion company belonging to the Government of Navarre, since November 2023.

He attended North Andover High School (MA, USA), the University of Deusto (Law, specializing in economics, and a Master's in Tax Advisory), the Catholic University of Louvain (Erasmus, attending LLM courses) and the University of the Basque Country (Master's in Business Administration).

He served as Housing Manager for the city of Barcelona from June 2015 to July 2023, having previously worked as a consultant in public policies and services, lawyer specialized in public law (Cuatrecasas Gonçalves Pereira), Deputy Minister of Housing and Director of Planning for the Basque Government from 2003 to 2009 and legal and economic advisor to parliamentary groups in the Basque Parliament and the Congreso de los Diputados (Spanish Parliament).

Member of the Housing Advisory Council of the MIVAU (Government of Spain). Worked at various times with the AVS (Spanish Association of Public Housing), GHS (Catalan Association of Social Housing Professionals), and Housing Europe (European Association for Public, Cooperative, and Social Housing). Member of the think tank Grupo VISO. Member of the Advisory Council of the ESADE Observatory for Decent Housing. Former Vice-President of the Eurocities Housing Working Group (network of major European cities). Trustee of the Architecture and Society Foundation. Former member of the ENHR (European Network for Housing Research) and the Organizing Committee of the FHAR (Barcelona Housing and Rehabilitation Forum), a jury member for the 2022 European Responsible Housing Awards, a leading partner in several European projects, organizer of the BCN-NYC Affordable Housing Challenge between the city councils of New York and Barcelona, and a member of the Advisory Committee of the 13th Ibero-American Architecture Biennial. Consultant for TEC de Monterrey in Mexico (project to develop joint ventures for affordable housing), as well as advisor on housing policy and public innovation to various administrations in Uruguay, Mexico, Chile and Malta, municipalities of Athens, Budapest, Warsaw, Prague, Bogotá, etc.
