César Tolosa Tribiño

Senior Judge
Constitutional Court

Born in Santa María la Real de Nieva (Segovia province).

He is a graduate in law from the University of Salamanca, where he won the special prize of the School of Legal Practice. He joined the judiciary in 1982. In 1984 he was promoted to senior judge and assigned to district court no. 5 in Palma de Mallorca. In the same year he became an employment judge, sitting in court number 1 in Santander until 1990, when he joined the civil and criminal division of the high court of justice of Cantabria Three years later he was appointed president of the contentious administrative division of the same court.

In 2004 the CGPJ, the Spanish general council of the judiciary, appointed him president of the Cantabrian high court, a position he held for two terms, before being appointed to the supreme court in 2014.

In September 2020 he was chosen as president of the contentious administrative division of the supreme court.

He was an associate lecturer in the law faculty of the University of Cantabria from 1986 to 2014. Teacher at the Cantabrian school of legal practice. Jean Monnet professor of European law at the University of Cantabria. Teaches on different courses in Europe and Latin America. Author of various books and articles on legal doctrine in specialist journals.

He has been a judge at the Spanish constitutional court since December 2022.
