Xabier Legarreta

A qualified Social Worker with a long career in public management, Xabier Legarreta has served as Mayor of Bermeo and held various positions of responsibility in equality, social rights, consumer affairs and migration.

As Director of Migration and Asylum at the Basque Government (2021–2024), he led a period marked by humanitarian crises and championed an inclusive, humanist approach to migration policy.

Since 2024, as Vice Minister for Youth and Demographic Challenge, he has been driving initiatives to address ageing, depopulation and social cohesion in the Basque Country.
