Jose Jaime Lopez Cossio

Freelance consultant and managing partner of LAUDANTIS, a consultancy firm dedicated to employment and vocational training policies

More than 25 years of experience designing, managing and evaluating public employment and training policies.

He has been Director General of Training and Employment of the Government of Galicia (1996-2003). During this period, he directed the Galician Public Employment Service and chaired the regional delegation for the transfer of active employment policies from the INEM to the Autonomous Community of Galicia.

In the field of training, he participated in drafting Law 5/2002 on qualifications and vocational training and the White Paper on Training for Work in Spain, published by the CEOE in 2016.

Since 2005, he has collaborated on various projects with the State Public Employment Service (Sepe) and with most of the public employment services of the Autonomous Communities. Among other projects, he has participated in preparing the Spanish employment activation strategies, designing the portfolio of services and common programmes of the National Employment System, as well as in various planning, assessment and best practices projects on employment activation policies

Between 2019 and 2022, he served as an expert consultant to the World Bank on a project to monitor action plans to help youth and long-term unemployed in Spain.

In his professional capacity, he collaborates with various consultancy firms and regularly participates in congresses and technical conferences related to employment and training. Among these, he has overseen the technical support of the Cities for Employment Forum since 2009. This forum is an initiative aimed at promoting cooperation in employment projects between Spanish cities of more than 100,000 inhabitants.
