General Administration: Basque Government and Provincial Governments in BAC, Government of Navarre in Navarre and French Public Administration in Northern Basque Country. Sociolinguistic areas are defined according to the percentage of Basque speakers in each municipality. Based on this percentage, four areas are distinguished: 1st Area: municipalities with less than 33% of Basque speakers. 2nd Area: municipalities between 33% and 49.9% of Basque speakers. 3rd Area: municipalities between 50% and 79.9% of Basque speakers. 4th Area: municipalities with 80% or more of Basque speakers.
