A key competence...
The European Commission establishes eight key competences in the curriculum of the modern citizen and these include digital competences.
Key competences are the ones everyone needs in order to realise their potential and develop as persons, and to foster active citizenship, social inclusion and employment.
The following competences have been defined:

Basic digital competences refer to skills in using digital technology, communications tools and/or social networks to access, manage, integrate, evaluate, create and provide information in an ethical and legal manner in order to participate fully in the Information and knowledge Society.
This involves an important basic, transversal competence for learning, employability, inclusion, participation, innovation, creativity and competitiveness.
